Provincial Nominee Programs

Provincial Nominee Programs (PNPs) let each Canadian province and territory nominate skilled workers, semi-skilled workers, students, and entrepreneurs for permanent residence based on local labour-market needs. Eleven provinces and territories operate PNPs (every province plus Yukon and the NWT; Quebec runs its own separate system).

What is the difference between a base PNP and an enhanced PNP?

Enhanced PNP nominations are tied to the federal Express Entry system and add 600 CRS points to a candidate's profile, virtually guaranteeing an ITA. Base PNP nominations are processed outside Express Entry and lead directly to permanent residence; processing times can be longer.

Which PNP is easiest to qualify for?

There is no universally 'easiest' PNP — eligibility depends on your occupation, education, work experience, language, and ties to a province. Saskatchewan's Occupations In-Demand and Manitoba's MPNP are sometimes cited as accessible for newcomers without prior Canadian connections, but priorities change frequently.
