Moving to Canada from New Zealand

Kiwis get treated similarly to Australians by Canadian immigration. Same Commonwealth recognition of qualifications, same need to actually do the paperwork, same traps that aren't obvious until you hit them.

The two paths most people take

IEC Working Holiday — if you're 18–35 with a New Zealand passport, you can apply for an open work permit valid for 23 months under the International Experience Canadaagreement. Quota is small compared to Australia's, so it fills faster. The pool opens annually, usually in late autumn.

Express Entry — if you want permanent residence, this is the main federal route. New Zealand degrees are recognised; you'll still need an Educational Credential Assessment formally done by WES, ICAS, or IQAS. NZ work experience counts at full value as long as it maps to a National Occupational Classification (NOC) code.

What's different from Australia

Even though NZ and Aus often get lumped together, two things diverge:

  • Driver's licence — NZ licences are accepted in most Canadian provinces under reciprocal agreements, but the rules vary. Ontario and BC are easy. Quebec requires a written test.
  • Healthcare transfer — there's no NZ–Canada reciprocal Medicare arrangement. You'll wait the standard 1–3 months for provincial coverage to start once you arrive.
  • Police certificates from NZ Ministry of Justice take about 20 working days and cost NZD $52. Order it well before you're ready to submit.

The English-test requirement

New Zealanders are first-language English speakers. There's no exemption from IRCC's language test rule. You take IELTS General Training or CELPIP-General like everyone else, and you'll likely score CLB 9+, which gives you maximum language points in Express Entry. The whole thing costs about CAD $300 and takes a couple of weeks to schedule.

If you're studying

New Zealand secondary qualifications (NCEA Level 3) and Bachelor's degrees are accepted by Canadian universities. The PAL requirement for study permits still applies.

The currency reality

The NZD-to-CAD exchange rate has been brutal for the past two years. Proof of funds for Express Entry as a single applicant is about CAD $14,000 — roughly NZD $17,000 at current rates. Plan accordingly. The funds need six months of unencumbered history; selling a car the week before doesn't count.

Recent changes

  • 2025 IEC country quotas are out — NZ's allocation was unchanged at around 1,700 spots.
  • SOWP rules changed in January 2025 — if you're bringing a partner, check the new eligibility.
