Ontario has revoked all nine streams of the Ontario Immigrant Nominee Program (OINP) effective May 30, 2025, according to an announcement reported by BAL Immigration Law. The closure affects every pathway under the provincial nominee program, including employer-sponsored categories, human capital streams, and business immigration routes.
This marks the first time Ontario has simultaneously shut down its entire provincial nominee infrastructure. The OINP has operated continuously since 2007, processing tens of thousands of applications annually and serving as one of Canada's largest provincial immigration programs. The province has not announced replacement streams or a timeline for reopening any pathways.
The revocation encompasses the Employer Job Offer streams (Foreign Worker, International Student, and In-Demand Skills), the Human Capital streams (Masters Graduate, PhD Graduate, and Skilled Trades), the Business stream (Entrepreneur), and both the French-Speaking Skilled Worker and Regional Immigration Pilot streams. Applications submitted before May 30 remain in processing queues, but no new expressions of interest or applications can be filed under any of these categories.
The province has not issued a public statement explaining the rationale for the closures or whether the revocation is temporary or permanent.
