Ontario has revoked all nine streams of the Ontario Immigrant Nominee Program (OINP) effective May 30, 2025, according to an announcement reported by BAL Immigration Law. The closure affects every pathway under the provincial nominee program, including employer-sponsored categories, human capital streams, and business immigration routes.

This marks the first time Ontario has simultaneously shut down its entire provincial nominee infrastructure. The OINP has operated continuously since 2007, processing tens of thousands of applications annually and serving as one of Canada's largest provincial immigration programs. The province has not announced replacement streams or a timeline for reopening any pathways.

The revocation encompasses the Employer Job Offer streams (Foreign Worker, International Student, and In-Demand Skills), the Human Capital streams (Masters Graduate, PhD Graduate, and Skilled Trades), the Business stream (Entrepreneur), and both the French-Speaking Skilled Worker and Regional Immigration Pilot streams. Applications submitted before May 30 remain in processing queues, but no new expressions of interest or applications can be filed under any of these categories.

The province has not issued a public statement explaining the rationale for the closures or whether the revocation is temporary or permanent.

Foreign workers holding job offers from Ontario employers, international graduates of Ontario universities, and skilled tradespeople who planned to apply through the OINP now have no provincial pathway available. French-speaking applicants who previously qualified for dedicated streams under the OINP must now compete through federal Express Entry without provincial nomination points. Entrepreneurs who were preparing business proposals for the Entrepreneur stream face an indefinite wait.

Applicants affected by the closure should monitor the OINP website for updates on potential stream reopenings or new pathways. Those with applications already submitted should check their OINP online accounts for processing status and respond promptly to any document requests to avoid delays. Candidates who were building profiles for OINP streams may need to explore other provincial nominee programs or federal immigration pathways, including Express Entry draws that do not require provincial nominations.
