The draw marks the latest in a series of targeted selections under the OINP's employer-driven streams, which allow the province to nominate candidates for permanent residence outside the federal Express Entry system.
The International Student Stream is one of three employer job offer pathways under the OINP, alongside the Foreign Worker Stream and In-Demand Skills Stream. Unlike Express Entry-aligned streams, which require candidates to have a federal profile, the employer job offer category operates independently and does not require a Comprehensive Ranking System score. Applicants must have graduated from an eligible Canadian institution within the past two years and hold a permanent, full-time job offer in a skilled occupation classified under National Occupational Classification Training, Education, Experience and Responsibilities categories 0, 1, 2, or 3.
To qualify, international students must have completed at least a two-year full-time diploma or degree program at a publicly funded Ontario college or university, or a one-year postgraduate program with a prior degree. The job offer must be in the same NOC broad occupational category as the field of study, and the position must meet prevailing Ontario wage rates for the occupation. Employers must demonstrate they are established and operating in Ontario, and the role cannot be in a sector subject to federal or provincial restrictions.
The official OINP page states that applicants "must have the legal status to live and work in Canada at the time of application," meaning valid work permit holders are eligible to apply while still employed under their post-graduation work permit.
This draw affects recent graduates of Ontario institutions who secured qualifying employment before their post-graduation work permits expire, particularly those in occupations that do not receive frequent invitations through federal Express Entry draws. International students who completed programs in fields such as business administration, hospitality management, and certain technology diplomas—occupations that may not score competitively in the federal system—can use this stream if their employer is willing to support a provincial nomination.
Invited candidates should prepare their application packages immediately, as OINP requires submission within the validity period of the invitation, typically 14 calendar days from the date of issuance. Applicants must gather proof of education credentials, language test results demonstrating Canadian Language Benchmark 7 in English or French, and a detailed employer letter confirming the job offer, wage, and duties. Those who receive a provincial nomination gain 600 additional CRS points if they later enter the Express Entry pool, or can apply for permanent residence directly through the Provincial Nominee Program paper-based process.
